Program process

PSTQ, Quebec's skilled worker selection program

  • A. Meeting andsigning the agreement. At this stage, we meet with the customer to sign the service agreement and start the official process. Our legal team analyzes your file in depth, the information provided and carries out a complete evaluation to confirm your eligibility for the program. This step ensures that your profile meets the government authorities’ criteria, and that your file is prepared to the highest standards of quality and compliance.
  • B. Preparing your application and submitting it to the Quebec immigration authorities (MIFI).
At this stage, our legal team prepares and completes your file, using the documents and information you provide. We then take care of the official submission of your application to MIFI, and follow the process through to receipt of the invitation to apply for permanent selection. Payment for this stage is only applicable if the invitation is received before your profile expires, i.e. within 12 months.
  • C. Analysis and decision. While examining the application, the MIFI will decide whether or not to accept it. The MIFI may also request additional documents to clarify certain points. Your immigration lawyer will accompany you and ensure that you provide the requested documents within the prescribed time. In the event of a refusal, your lawyer will analyze the reasons that led to this decision, as well as the possibility of filing a request for administrative review at no additional cost.
  • D. Issuance of the C.S.Q. After acceptance, the Quebec government will issue a CSQ (Certificat de sélection du Québec), which means that it accepts your application for permanent selection. You and your family may be eligible for a work permit. Several conditions must be verified, and we can help you at this stage too.
  • E. Submission of application for Canadian permanent residence to IRCC. Your lawyer will then use this CSQ to prepare and file your application for Canadian permanent residence and work permit, should you wish to settle in Quebec while your application is being processed. Your lawyer will continue to act as your legal representative during this final step with the federal immigration authorities (IRCC).
  • F. Issuance of permanent residence : You and your family members are now Canadian permanent residents. This status is renewable every five (5) years if you remain in Canada for at least 730 days during those five (5) years. You can also apply for citizenship if you stay for at least three (3) of the five (5) years and obtain a Canadian passport.
